Na początku XXI wieku wydaje się zachodzić bardzo widoczna zbieżność pomiędzy sferami rozwoju kulturalnego i ekonomicznego. Ogólnie jest to jedna z wyróżniających się cech współczesnych procesów urbanizacyjnych, pisze Allen J. Scott (2000). I dodaje, że miasta od zawsze posiadały rzucającą się łatwo w oczy umiejętność tak generowania kultury w formie sztuki, idei, stylów i sposobów życia, jak i wywoływania wysokiego poziomu ekonomicznej innowacji i wzrostu. Jednakże oba te obszary traktowane były przez dłuższy czas jako sfery rozłączne zarówno przez decydentów, jak i badaczy procesów rozwojowych miast. Kiedy wreszcie relacje pomiędzy kulturą a rozwojem miasta zaczęły zyskiwać zainteresowanie specjalistów od urbanistyki, dotyczyło to głównie jej aspektu przemysłowego oraz, w mniejszym stopniu, aktywności kulturalnej jako elementu budowania spójności społecznej. Takie podejście nie wykorzystuje jednak jej potencjału w procesach rozwoju miasta. Co więcej może doprowadzić do rabunkowego wykorzystywania zasobów kulturalnych, a w konsekwencji braku akceptacji sektora kultury ze względu na jego instrumentalne traktowanie. We współczesnym świecie miasta przygotowują się do wdrożenia innego modelu polityki, w którym kultura jest kluczowym mechanizmem ich rozwoju. Przykładem tego może być działalność Komitetu ds. Kultury Zjednoczonych Miast i Samorządów Lokalnych. Ta globalna platforma jeszcze w 2004 roku opublikowała dokument Agenda 21 dla kultury postulujący traktowanie kultury jako czwartego filaru zrównoważonego rozwoju.
Seminarium Kultura jako podstawowy mechanizm rozwoju miasta ma być dyskusją o opisanym wyżej modelu kształtowania polityki miejskiej. Takim, który zakłada nie tylko rozkwit sektorowej działalności kulturalnej prowadzącej do odtwarzania i powstawania nowych tradycji miasta, ale także przenikanie kultury do wszystkich form aktywności miejskiej. Debata będzie podzielona na dwa bloki tematyczne. Pierwszy będzie dotyczył problemu rewitalizacji obszarów miejskich w oparciu kulturę (culture-led regeneration). W drugim poruszymy temat polityki miejskiej oraz roli, jaką powinna odgrywać w niej kultura. Oba bloki tematyczne składać się będą z wykładów wprowadzających, prezentacji studiów przypadków oraz dyskusji. Swoją wiedzą i doświadczeniem podzielą się z uczestnikami seminarium polscy i zagraniczni eksperci i praktycy.

At the dawn of the twenty-first century, a very marked convergence between the spheres of cultural and economic development seems to occurr. This is also one of the distinguishing characteristics of contemporary urbanization processes in general, writes Allen J. Scott (2000). And he adds that cities have always exhibited conspicuous capacity both to generate culture in the form of art, ideas, styles and ways of life, and to induce high levels of economic innovation and growth. However, both these fields were treated for a long time as disjoint areas by decision makers as well as researchers of urban development processes. When, finally, the relationship between culture and urban development began to gain interest from specialists in urban management, the main emphasis was put on the economic potential of culture within the cultural and creative industries, and, to a lesser extent, on culture as a tool for social cohesion. But this approach does not use the potential of culture in the urban development processes; moreover, it can lead to the exploitation of the city’s cultural resources, and, resulting from the instrumental approach, it can become a model of action unacceptable for the cultural sector itself. In the contemporary world cities are preparing for a change in the policy model so that culture is a key mechanism of urban development. An example worth citing would be the activity of the Culture Committee of United Cities and Local Governments. This global platform already in 2004 published the document Agenda 21 for culture, calling for treating culture as the fourth pillar of sustainable development.
The seminar Culture as the basic mechanism of urban development is planned as a discussion about such model of urban policy. One which supports not only the flourishing of cultural projects, leading to the reproduction and multiplication of cultural resources of the city, but also integration of culture into all forms of urban activity. The discussion will be divided into two thematic blocks. The first will concern the problem of culture-led regeneration of urban areas. The second will deal with issues of urban policy and the role that culture should play in it. Both will include introductory lectures, case studie presentations and discussions. Polish and foreign experts and practitioners will share their knowledge and experience with the participants of the seminar.
