Ukończył z wyróżnieniem Wydział Ekonomii Uniwersytetu w Lublanie. Kontynuował studia na tym samym uniwersytecie, gdzie uzyskał tytuł magistra w 1989 roku i tytuł doktora w 1993 roku. Przez kilka lat (1989-1993), pracował jako pracownik badawczy Instytutu Badań Ekonomicznych w Lublanie. W lipcu 1994 roku został powołany na stanowisko Dyrektora Instytutu Analiz Makroekonomicznych i Rozwoju Republiki Słowenii. W czerwcu 2001 roku został wyznaczony na stanowisko Radcy Stanu w Biurze Premiera. 24 stycznie 2002 roku Rząd Republiki Słowenii wyznaczył go jako Ministra bez Teki odpowiedzialnego za Sprawy Europejskie. Od 1991 do 2004 dr Potočnik pełnił również funkcję adiunkta na Wydziale Prawa Uniwersytetu w Lublanie, wykładając statystykę i ekonomię. Dr Potočnik został Członkiem Komisji Europejskiej 1 maja 2004 roku. Przez pól roku współprzewodniczył Komisji na rzecz Rozszerzenia z Güntherem Verheugenem. Ochrony Środowiska. W tym samym miesiącu został również powołany jako Przewodniczący Forum dla Przyszłości Rolnictwa jako Członek Komitetu Doradczego Centrum ds. Polityki Europejskiej. Od 2015 roku przewodniczy również Fundacji RISE i pełni funkcję Ambasadora Year of the Brain 2015. W maju 2008 London Imperial College przyznał mu tytuł doktora honoris causa. W marcu 2009 roku uzyskał tytuł honorowy Uniwersytetu Ghent (Belgia). W maju 2016 Uniwersytet Findland Aalto przyznał mu tytuł doktora honoris causa w zakresie ekonomii i zarządzania. We wrześniu 2013 roku otrzymał Nagrodę ONZ 2013 Champions of the Earth za starania na rzecz promowania efektywnej gospodarki zasobami i ograniczanie marnotrawienia żywności w Unii Europejskiej. W marcu 2014 roku Stowarzyszenie Katalońskie podmiotów badawczych przyznało mu nagrodę ACER za wizjonerski wkład i przywództwo, które umożliwiło ERC. 1 grudnia 2014 Europejskie Biuro Ochrony Środowiska (EEB) przyznało mu Nagrodę Dwunastu Gwiazdek w dziedzinie środowiska za podejście naukowe promujące zrównoważony rozwój środowiskowy. W styczniu 2015 roku, podczas Światowego Forum Ekonomicznego został wyróżniony przez Circulars 2015, inicjatywę Forum Młodych Liderów Światowych, nagrodą Fortune za przywództwo w ramach gospodarki o obiegu zamkniętym. 6 listopada 2015 roku stowarzyszenie Carlowitz Society przyznało mu nagrodę Hans-Carl-Von-Carlowitz-Award 2015 za odważną, otwartą i międzynarodową pracę na rzecz promowania idei gospodarki o obiegu zamkniętym w Europie.
Dr Janez Potočnik was born in 1958. He graduated with honours from the
Faculty of Economics at the University of Ljubljana. He continued his
studies at the same University where he did his Master’s degree in 1989
and a Ph.D. degree in 1993.
For several years (1989-1993), he worked as a researcher at the Institute
of Economic Research in Ljubljana. In July 1994, he was appointed
Director of the Institute of Macroeconomic Analysis and Development of
the Republic of Slovenia. In April 1998, the Government of the Republic
of Slovenia appointed Dr Potočnik Head of Negotiating Team for
Accession of the Republic of Slovenia to the European Union. From June
2000 to December 2000, he was also the acting director of Government
Office for European Affairs. In June 2001, he was appointed a Minister
Councillor at the Office of the Prime Minister. On January 24, 2002, the
Government of the Republic of Slovenia appointed him for the Minister
without portfolio responsible for European Affairs.
From 1991 until 2004 Dr Potočnik has also been an assistant professor at
the Faculty of Law at the University of Ljubljana, where he lectured on
statistics and economy. Dr Potočnik became a Member of the European
Commission on the May 1 2004. Half of the year he was sharing the
Enlargemnt portfolio with Günther Verheugen. After that, until 2010 he
was responsible for the Science and Research. In 2010 he took on a
second mandate as Member of the European Commission responsible for
Environment. The mandate ended November 1st 2014.
Still in 2014 he was appointed for a three-year term as a member and Co-
Chair of International resource Panel hosted by United Nations
Environment Programme. In the same month he was also appointed as a
Chairman of The Forum for the Future of Agriculture and a Member of
the European Policy Centre’s Advisory Council. From 2015 on he is also
charing the RISE foundation and playing the role the of Ambassador for
the 2015 Year of the Brain.
In May 2008 he was awarded the honorary degree of Doctor of Science
by London Imperial College. In March 2009 he received the honorary
degree from Ghent University (Belgium). In May 2016 he was awarded
the honorary degree of Doctor of Science in Economics and Business
Administration by Findland Aalto University.
In September 2013 he received the United Nations’ 2013 Champions of
the Earth Award for the Efforts to Promote Resource Efficiency and
Reduce Food Waste in European Union. In March 2014 The Catalan
Association of research entities awarded him with The ACER Award for
the visionary contributions and leadership that made possible the ERC.
December 1st 2014 the European Environmental Bureau (EEB) awarded
him the Twelve stars for the environment Award for his science-based
approach to promoting environmental sustainability. In January 2015
during World Economic Forum he was awarded by the Circulars 2015, an
initiative of the Forum of Young Global Leaders the Fortune Award for
Circular Economy Leadership. In November 6th 2015 the Carlowitz
Society awarded him the Hans-Carl-Von-Carlowitz-Award 2015 for
courageous, open minded, and international work for the idea of the
circular economy in Europe.
